of grants to states and let the states make individual recommendations about how to handle it. I don't know what the final compromise will be but I feel it will be an issue in the next campaign.

I wonder if this would be an appropriate point to talk about the Rules Committee and the work of the Research and Education Committee in that connection.

I'd like to insert a section from Senator Humphrey's message to his voters which was called “Progress for Peace in 1963.” It was his Christmas message and he was summarizing what had been done during the year. He says in it:

“Our Food-for-Peace programs are (?) providing supplemental foods for one hundred million undernourished people, including 40 million children through the school-lunch programs.”

I wish that could be inserted in the section where we talked about Food-for-Peace programs.

Now, in connection with the Housing Bill, I think I said that President Johnson was deeply moved by the difficulties of older people, and as the housing bill was up in '59, he was determined to get some sections in the housing bill which would provide for special housing advantages to people over 65.
