Yes. And I think one reason foreign governments don't have any money at all is that nobody has even heard, or very little, that there's any need. But these voluntary organizations haven't all been as dynamic or as swift in their actions.
Is that due in part to the personnel involved?
Yes. A lot has to do with the personnel, and many people can't stand to get into too many fights with people, and they also don't want much change themselves.
