They, however, annoyed Magnuson quite considerably.

Q:

Why?

Lasker:

Because he brought the bill to the floor, and Humphrey asked for $800 million. Instead of bringing it to a vote on the floor, Magnuson went over to him and said, “Listen, we'll give $30 million more,” something like that. And the Senate bill came out with $755 million. In other words, we got $95 million more than we would otherwise have gotten, over the House. It was really the threat of Humphrey that added at least $30 million to what they were planning to give. They adjusted the figures on the floor.

Q:

But it did anger Magnuson.

Lasker:

Oh, it angered Magnuson, and Magnuson identified me with it, which was very dangerous, and Humphrey said no, I had nothing to do with it, thank God; but, of course, I think Magnuson thought I had, because he couldn't think how else Humphrey would know anything about it.

Well, at any rate, the Senate came out with 755. It went to the House and promptly lost $60 million, and we came out of the conference with $691 million, which in the spring Mr. Ford tried to have a on all of the funds, bringing
