Q:

It certainly is if you have to invest it in equipment and all that kind of thing.

Lasker:

Yes. We don't know that yet. They have to apply for it, and then people review it and say, “Oh, it's too much money -- it should be cut. Normally it should be given to some other state.” Koch is probably going to be governor of the state, don't you think?

Q:

At this stage I don't know whether he's going to or not. Cuomo seems to be coming up, doesn't he?

Lasker:

Well, it's generally thought that Koch is going to be governor. I don't know.

Q:

It depends on how he goes over upstate.

Lasker:

Yes, that may not be so good.

Q:

He's a city man and very much a city man, and whether he appeals to the rural population is I guess a question.

Lasker:

Well, at any rate, he asked Mrs. Robert Wagner to ask me if I would make a New York State health plan, and so I thought I wouldn't do that, because they'd never do anything. However, then I thought. . .
