planning programs. the thing that could most quickly reduce the welfare roles and most quickly relieve all kinds of family pressures and delinquency, is to have family planning, completely and widely available, easily available for everybody in the lower income brackets. And that's just where it isn't. So I'm going to try to work with Hill and Gardner and Cohen on this, this month.

As it pertains to the United States.

Lasker:

Yes, as it pertains to the United States. I want to tell you that without any money they'll never -- if we hadn't suggested any money the whole thing would have been forgotton. It was only the fact that there was money in it.

Q:

I'm sure you're right.

Lasker:

You know it.

Q:

The international plan I imagine is assisted somewhat by the latest encyclical of the Pope.

Lasker:

I think so. I think it's for the good, don't you?
