The District Analysis was undertaken in order to localize the Scenarios for new York's urban future which students were developing based on the Regional Analysis. Elements from the Regional Scale were carried into the District Analysis, giving them more precision in terms of shifting economic, sociological, transport, landuse and morphological patterns. In Harlem this analysis extended from industrial abandonment in the Harlem Valley to the housing abandonment in Central Harlem. In Downtown it was much more sectional, contrasting the vacancy in the old core with the new waterfront edge.

The intention of the District Plan is to link proposals generated from the Regional Analysis to specific locations and projects. The District Plans also served to link several individual students projects into a composite group context, which was not a master plan.
