APIS A2IF Enhancements

• Remove Entries that only have '-', '--', tab, or other null fields.
• Add an algorithm to generate cu510dd tags from 510 fields. This is for columbia records starting with 'P.Col'
• Set the permissions on the files created (755 see doc)
• Update the naming scheme of the loader file generated to reflect the new updates to the naming conventions.
• Bug: for the Tornoto records the second 655 tag does not increment the occurence number.
