Q:

To come back to your committee work, what other committee work have you done that you consider important -- or perhaps it wasn't important but turned out to be frustrating.

Koch:

Well, did I tell you my story about the House Administration and Wayne Hays, how I got him re-elected? I'm not sure I did.

Q:

No.

Koch:

Okay. I had a second committee on which I served in my third term in Congress as a result of the fact that Jack Bingham, who had been a member of it, the House Administration, went off it to go on to Interior. I didn't really want to have two committees. I have enough committee work with one. But in order to keep the seat for New York, I said, “Sure, I'll take it.” So I went on it. House Administration deals basically with housekeeping duties of the House and prerogatives of members in terms of allowances for stationery and number of employees and things of that kind. But it did have some substantive jurisdiction -- namely, campaign reform. And that was the big thing, that they actually reported out, and I worked very hard on that. That was campaign reform practice legislation.

And then also they had voter registration by mail. They had the Hatch Act. So they had some substantive legislation. And I worked on it. And Wayne Hays was somebody who I did not
