Koch:

Okay. I'm walking through Washington Square Park on Thanksgiving Day. I leave my house about three o'clock in the afternoon. I have a dinner engagement, and I just want to get some air before I go to dinner. I walk over through the park and over to the corner of 6th Avenue and 8th Street. There may be 15 or 20 people on the street, which is not a lot of people for that area except it's a very quiet day, Thanksgiving Day, and there at the corner of 6th Avenue and Greenwich Avenue is a guy naked pissing into the street. Well, even in the Village that's unusual. I walk across the street and I say to the florist at that corner: “How long has this been going on?” He says, “Oh, since about eight o'clock this morning.” So I say, “What about the cops?” He says, “Haven't seen one for days.”

At that moment an elderly man, very well-dressed, comes over and he looks at this guy who's still pissing, and he says, “One of your constituents, Congressman?” (laughs) I say to him: “You know how to hurt a guy.” (laughs)

I go over to the island there and I call the 6th Precinct, and I say, “This is Congressman Koch. I'm standing at the corner of 6th Avenue and Greenwich Avenue. There's a guy pissing into the street. He's naked. Just a moment, he's now praying.” I
