got through the fabulous total of 182 million for all eight Institutes and got this amount passed on the floor. The support of the Republicans, especially Margaret Chase Smith, made the other Democrats very compliant. This was a record increase of over 86 million dollars over the '56 appropriations for the eight Institutes.

Next, came the House-Senate conference. Sometime before the conference, at least 10 days before, I saw John Fogarty at lunch. I gave him some aid for his campaign and talked to him in general about the great progress of medical research that had happened during his time on the appropriations subcommittee. I also gave him some material which illustrated the dramatic drop in death rate from high blood pressure, the increase in discharges of mental patients from New York State mental hospitals, and our brochure “Does Medical Research Repay the American People?” which showed startling declines in the death rates due to medical research discoveries in the last ten years. John said he would go along with the Senate figures. This was almost more than one could believe and various people doubted it; however, in conference he is said to have said that it was just too hard not to have gone along with the Senate figures last year and he was going to go for the Senate increases.

The Republicans, though, on his subcommittee and Democrat Clarence Cannon, the chairman of the full Appropriations Committee, said they would never think of such figures.
