This was what was necessary, and this entailed spending a lot of time and made my life revolve around what they did.

This was about 93 million dollars more than had ever been voted by the Senate or by the Congress before and was a staggering increase. It nearly doubled the amount of money for the Institutes.

Q:

It had passed the House in some form already.

Lasker:

Yes, it had passed the House and the House bill was for 135 million. The minimum of the Advisory Councils of the NIH was 165 million in total, and the amended version of the citizen witnesses, some of whom were on the Councils, was 180 million, and Senator Hill's bill was 182 million 807 thousand, so we got more even than was testified to. This was a wonderful accomplishment of Senator Hill's. He next took the matter up before the full Appropriations Committee. Before this, I went to see Senator Bridges to speak to him about his support. He seemed perfectly agreeable about going along. I also told him that I still hoped for the passage of the Hill-Bridges bill for the construction of research facilities, which had passed the Senate and was now before the House Interstate and Foreign Commerce Committee. Percy Priest was the Chairman of the Committee. Bridges was very amiable and we had a pleasant talk.
