The administration decided that they didn't have much chance in the Supreme Court. The truth is that Congress has the right to appropriate funds. And it's unconstitutional for him to impound large amounts of funds. The Congress was willing to make a deal saying that, hex can reduce? if it reduces any program by 5 percent -- that's a small amount. But he was wiping out their programs. He wiped out -- gave no money at all to regional medical centers, wiped out money. He a just was legislating by impoundment. It is unheard-of.

We don't know. They're continuing to sue. Saying that the money should be returned all in one year. We're hoping that they will eventually have to appeal to the Supreme Court, and the Supreme Court, we think, is going to have to rule against them.
