Lindsay was singularly perverse and has been very, very slow about the use of methadone. All kinds of crazy reasons have been given by people, not doctors, saying that well, - people should have the moral guts to go off it themselves. They shouldn't have to have a crutch. That's like saying people should not get syphilis, they ought to have the moral stamina not to get it and so consequently we shouldn't use penicillin. Isn't it something?

Q:

Anybody who's ever had anything to do with drug addicts knows....

Lasker:

-- they know that's crazy --

Q:

-- no amount of will does anything about it.

Lasker:

So we have tried to be helpful to Dr. Dole and Dr. Nyswander in getting Federal money for their projects. Actually, the Mayor got some National Mental Health Administration funds for the -- what's the name of the big project there?

Q:

In Brooklyn?

Lasker:

Yes, big new housing project. At any rate, Lindsay got Mental Health Institute funds for a large housing project in Brooklyn at Bedford Stuyvesant without putting any city money into it at all and
