Q:

When you say it just came in, this person must have been aware that you tried on other occasions to get something like this through and you couldn't.

Oakes:

The man who wrote this was very aware of the whole situation.

Q:

So, it just strikes me as just a bit unusual that he would sit down and write it unless he felt that now the time was right for some reason.

Oakes:

Well, frankly, it struck me as unusual, too. But that's the way it came in. I've had discussions with this man about the China question and about the whole U.N. thing. He was very aware of everything about our policy. And the only thing I don't want to do is to say who wrote it.

Q:

But I would assume that he was pretty surprised that it was printed. Is that true or not?

Oakes:

I don't know whether he was or not. I really don't know.

Q:

What was the public reaction to it?

Oakes:

Well, I thought that when we printed it, we would get a storm of abuse. I though we would be attacked and I really was prepared for an avalanche of abuse. We did not get that. We got a good deal of interest. We've had a number of letters, not any overwhelming number, but a respectable and continuing number of letters on this subject, almost all of
