though. In front of the capital there's a kind of a parterre. You come down the steps and there's a big sort of a parterre and then there are some more steps. Standing on this parterre is F.D.R., thin, slender, tall, his head up, his nose in the air, looking down through his glasses to the man he's talking to. It's perfect. I described it in my book and when I saw the picture I said, “This is it. I saw it so many times. This is it.” To have a photograph to prove that I was right is a great comfort to me.
That's the way he talked to me when I went to see him on the 54 Hour Bill. I remember one case particularly when I accosted him. I knew him socially and that gives one the right to speak to people. I accosted him as he came off the floor of the Senate - there'd been some debate going on - to ask him to help in having this bill called up. It took heroic measures to have the bill called up and he could have been a great help. He did the same thing - threw his nose up in the air, looked down and said, “No, no. More important things. More important things. Can't do it now. Can't do it now. Much more important things.” I remember thinking that was pretty absurd. I thought it was absurd for him to be so superior. My bill was one of many things. I hadn't yet developed a philosophy of what a politician
