the bill on that account. Tim Sullivan had put me on to that - Foley was doing it because Murphy insisted that he should. Murohy always meant to kill the bill, and according to Tim we'd just been too smart for Murphy. Foley therefore had to expose his hand and cast his vote. I always liked Foley, though. He was very intelligent and I thought on the whole a very superior person. I thought he always hated to do that kind of thing. If I'm not mistaken he had been Surrogate before Murphy died. A Surrogate's work just exactly suited him. For some reason or other as Surrogate I had had occasion to see him once or twice in connection with some case. It must have been some charity case because I had no other business before him. I found him very interesting and very properly minded toward the protection of the weak and the ignorant in these settlements. I thought it was a very fins Surrogate's attitude - to really protect the people.

I know that I talked with Foley myself - I don't think Smith asked me to, but someone must have because I wouldn't have thought of this myself - urging him to take the leadership of Tammany Hall. I even had a great burst of wisdom in which I made out a little outline of what you could do with Tammany Hall if it were led by a person like himself who was high minded and right minded, who wanted to use the strength of the Tammany Hall organization and its capacity to be of use
