I said, “I think you're absolutely right. Al didn't make you try to appoint Bob Moses, did he?”

“No,” he said, “he didn't, but I think I'll tell you what he proposed. He proposed to me that I appoint Mrs. Moskowitz as the Governor's secretary. He said to me, ‘You see, Mrs. Moskowitz knows all about everything. She knows all the plans. She knows all the people. She knows all the different characters and quirks that are involved in everything. She knows who can and who will do this or that. She knows all the plans. If you're not going to have Moses, she knows all his plans as well as he does. She could be the Governor's secretary and really guide and develop these things with every one of the departments. She can carry out these programs that are already started. She can get the people who are the heads of your departments to carry out these projects, ideas and programs. You'll do very well if you appoint her. I think that's the best advice I can give you. It's the very best recommendation I can make to you - to appoint Mrs. Moskowitz and then leave a great deal to her. You know, I'll always be ready to help you. I'll always come up any time you want me. I'll talk to anyone you want me to talk to. I'll negotiate with anybody you want me to negotiate with about anything. I'm right here. I know all these people. I don't have anything
