I also went ahead with regard to mercantile establishments. To this day they have never made a complete code of safety with regard to the coverage of mercantile establishments built before the date of the law. Too much pressure has been exerted to actually cover that type of building. But we covered laundries, dry cleaning establishments and such with a code. We covered safety regulations for the safety of workers on building construction. That was a very difficult code to adopt. You have this very hazardous building work in New York City with workers at great heights. Also you have a lot of country building which is not so dangerous, but has its own special hazards.

When I was Chairman of the Industrial Board we had the explosion at Solvay Process Company. We also had a bad fireworks explosion in a fireworks factory somewhere in the southern tier. I'm not just sure where it was. We had a very bad situation that grew up and became kind of a scandal, but we were the first ones on to it because there were an excessive number of accidents. I had caused to be set up an interlocking system for the reporting of workmen's compensation accidents to the Factory Inspection Division. Although these two functions had existed for a long time and all accidents, under the law, had to be reported to the Workmen's Compensation Bureau, nobody had reported those same accidents to the
