There was one old fellow who worked for the State of California as a conciliator and mediator whose name I forget completely. He had worked for them a long time and was very good. I think his first name was Tom. He either came to see me, or I met him at some conference. I always insisted on the State Labor Department people being invited in on our conferences because I was very anxious to blend the activities and attitudes of the State Labor Department and the federal Department so that there wouldn't be this clash and antagonism between them which I had experienced in earlier days in New York. It was at one of those conferences that I met this mediator, who, I think, claimed to have known me back in New York.

I asked one of our conciliators if he had been to the hiring hall, and he hadn't been to the hiring hall. This man said he had been to the hiring halls and knew them there, I said, “Will you take me to the two hiring halls? I'd like to make a tour of them.” Oh, sure he would. He'd be delighted to. He was an Irishman. I said, “Now, look here, but I don't want any advance notice given because they'll fix them up. I want to just go unannounced.”

He said, “Sure. I'll get a car.” I said, “No, let's not get a car.
