I want to state again that I am not clear in my memory about the sequence of all these events, possibly because the matter went on so long and there were so many changes that I have confused them

Reilly and one other went out to the West Coast and interviewed witnesses out there - not only Milner, whose testimony he got, but others. While they were out there they interviewed a good many more than Milner, because since they were at the job they thought they would go down the line of all the persons whom Bonham believed would offer testimony. So there were quite a good many new witnesses whom we had never heard of before whom Reilly interviewed sufficiently to get at least a rough conception of what they would say. They were given protection by Reilly - that is, they were told that what they had said to him would not be divulged until they were ready to be put under oath and testify at an official hearing. This was a preliminary investigation only. That is the usual practice in immigration cases, particularly if persons are making accusations against other persons whom they know.

So when they came back we decided that we must go ahead with the hearing. There was enough in this preliminary inquiry to warrant that. There were enough
