Let's say that Bobby Watt had a point of view that he had invented. He wanted it supported by something. He wanted the Bureau of Labor Statistics to produce some figures that would support his point of view. You'd get the labor members asking for that kind of service. The public members did better at understanding and retaining their understanding of what a responsible government official may do, and should do, than the employer and labor members did.
