Even as Governor of South Carolina, he's shown up to be anything but a literal in any fashion.

Perkins:

Oh well, you know, operating in the politics of South Carolina is quite different from operating in the politics of the Senate of the United States. As assistant President, and attached to the highest level of the administration - that's a very different matter.

Q:

Particularly on the color question he's awfully bad.

Perkins:

Well, I don't think that's so bad you see. I mean, I remember that he is of South Carolina and that's the way South Carolina feels - that's the way the bulk of them feel, and it's got to go awfully slow there. I'm sure of it.

Q:

Well, Byrnes isn't going to lift a finger to speed it up, that's for sure.
