in thinking of the planting of new industries in what were then called colonial possessions--that is, primitive peoples far off from the centers of civilization. Very important to make a program for their work which would protect the life and safety of the people doing the work.

I kept bearing down on this. Well, eventually it was decided by the President and others that Hull should go to Russia to talk in person with the Russian authorities about some of these conceptions. I never did know exactly what his mission was, nor exactly what its limits were. I don't suppose it had many limits. He must say, in his own book. It was exploratory, I think--his visit was. At any rate, when he was getting ready to go, the one thing that I felt was essential in the making of the Peace, and that was essential to the Russians too, was the re-establishment of the International Labor Organization. It was still existant, but it was necessary to re-establish it on a firm basis, and to be sure that it was written into the Peace Treaty, you see, that the I.L.O. should have this continuing legislative function with tripartite representation--Government, employers, and workers.
