the President had endorsed it, you see--this memo for tying up with the I.L.O. I had great hopes that he could effect it, and I had given him all the arguments. I had worked it out very carefully, given him all the arguments and small items.

He went to Russia. I thank he was there about three weeks--two weeks or three weeks. When he came back, he said to me, “I was not able to carry your item through.” He called me up from his office, almost the first day he was back, and said, “I was not able to carry your item through.”
