the time to think it out. I'm going to set up--I'm going to choose one man, and tell him to spend all the time necessary to hear all of you, hear everybody, hear all the pros and cons, and examine all the evidence one way and the other, and then to decide and make a recommendation to me, and I will follow that recommendation.”

So then he appointed William O. Douglas, Bill Douglas, which was a surprise in a way. He didn't know anything about labor, and that was one of the reasons for appointing him. But he was supposed to have a good mind. So we all girded ourselves up again and we appeared before him. We had a general public hearing while he sat in the Cabinet room. He sat in the Cabinet room for several days, and he heard each of us speaking in the presence of the others, and then he heard us one by one, and he said nothing. It was the most interesting hearing I ever went to. He didn't ask any questions, except the more--oh, if you'd mispoken yourself, or if you had omitted to fill in the data on something, he would ask you, but very little inquiry. He just let the people who had views on this subject speak, and say all they could think of and all they had in mind, and didn't appear to have any intellectual curiosity about it.

After we'd all had our say, he then closed the door and he spent a couple of days in thought and paper and pencil
