Ellen Amstutz has over 20 years of experience in social research, policy analysis and
program management. She worked for the Community Service Society of New York for
16 years in program management and administration working in volunteerism and in
government benefits. While at CSS she started the Public Benefits Resource Center, an
information and training center for social service providers on government benefits. She
also was CSS's senior policy analyst for government benefits and led the agency's
activities on welfare reform.
In 2000 Ellen moved to London, England and worked as a social research consultant for a
nonprofit. She helped local government authorities conduct community consultations
and needs assessments for the national launch of Extended Schools and Children's
Centre programs.
She has also been a field work supervisor for CUSSW many years as well as a field
advisor and social welfare policy lecturer for CUSSW. She has an MS and a PhD in
Social Policy from CUSSW. Her publications include a number of reports on NYC
welfare reform and the NYC Guide to Government Benefits and Families and
Individuals in New York City.
