And it was re-affirmed even by Richard Nixon.

Clark:

By Richard Nixon. I just find that fascinating because they're paying so much attention to that as if blacks were taking over jobs, contracts.

Q:

The Executive Order you're referring to specifically is the one that's requiring affirmative action to government contracts.

Clark:

That's right. My business, before the Reagan administration, was developing in terms of helping corporations to deal realistically with affirmative action and equal employment requirements. After the Reagan administration, even before this public discussion and rejection of affirmative action, corporations began to see that the administration had no intention of enforcing these things and my business decreased.

Q:

Well, isn't there another factor here? It's not simply that the Reagan administration, and particularly the factions, the faction apparently led by Ed Meese, they simply didn't intend to enforce affirmative action, but now have gone out to states and localities,
