Now, I was made chairman of the group, and the responsibilities then included drawing up a preliminary proposal for submission to the President's Committee on Juvenile Delinquency, in order to get what we called at that time “planning funds.”

After the usual period of negotiations, we did get an initial grant -- I think it must have been about 60 thousand dollars, for planning. I don't know the actual amount, but it was certainly less than 100 thousand. And the initial grant was to plan the machinery for planning a large scale delinquency control program for the Harlem community.

During that initial planning stage, we agreed on the name. By the way, all of this was occurring at Northside, and whatever role, responsibility I had in terms of Northside prior to this was shifted entirely over, you know, full time -- of course, in addition to my teaching responsibilities at the college. But whenever I was at Northside, it was devoted to the planning, all the machinery for HARYOU.

During this planning stage, we agreed on the name: Harlem Youth Opportunities. In fact, I should tell you -- this is a bit of trivial detail -- the original name that we thought to become incorporated under was: Youth Opportunities Unlimited, YOU. And when we submitted that name to Albany for incorporation, we were informed by the secretary of state of New York state that that was already spoken for upstate. There was an organization upstate that had the Youth Opportunities Unlimited name incorporated.
