This was the Governor as an administrator speaking.

Lasker:

Yes, that's right.

Q:

Not the compassionate man.

Lasker:

No.

However, for the first year he had only $54,000 as an increase to the research budget of the mental health department's budget.

Q:

Was the legislature reluctant to appropriate funds in this area?

Lasker:

I don't know whether they were. He just didn't put any real money in the first budget. Hoch only started the job about the 1st of July but Averell could have put some money in as of the 1st of July and he only had a $54,000 increase.

Mrs. Lasker, this is in parentheses almost. Is there some indication of the thinking of Governor Harriman in this field as a private individual? As a private individual he is a man
