welcoming foreign students sufficiently and wasn't giving any opportunity for Oriental students to come under good circumstances. His idea was that we should make an East West University as part of the University of Hawaii, and in this atmosphere, where there is very little prejudice, we could let many of our own people grow to understand Oriental students and that the Oriental students in this American atmosphere would learn English and the customs and ideas of the United States.

Did he feel that the Fulbright program was inadequate and not truly successful?
