had been raining and I had an umbrella with me. I went around the corner, walking very rapidly. They increased their pace to catch up with me and I turned suddenly and they ran right into my umbrella. It was a sudden turn and I then screamed. I called the man's name - his name was Sam Smith. I remember it to this day. He kept the most terrible, cheating employment office. He took quantities of money and regularly sent these Negro girls to bawdy houses. That was his trade; that was his business. I screamed and called his name. Heads popped out of windows and I stopped him in his tracks. They turned and ran. It was very funny, but it gave me the feeling that if you put up a bold front people will turn and run. What else would you do? You can't run and let them stab you. The instinct for self-preservation is great.

The ladies of the organization and Mr. Bailey were very alarmed at that and very startled. Because I had been bold enough to do something about it and called the local police right away, it gave me an in with the city government - the Board of Public Safety. The Commissioner of Public Safety had the Police Department under him, the License Department under him and two or three others. These were the days when Lincoln Steffens had recently called Philadelphia “corrupt and contented.” That was exactly what it was. It
