They knew the one case where they had made a big recovery. They wouldn't look at the thousands of cases where there was no recovery, and couldn't be any recovery, and where the family was plunged into dire poverty, from which they never emerged. The Pittsburgh Survey brought a terrific amount of material to our mill upon which to base knowledge of how many people were injured, and seriously injured, with no compensation, what the result was upon their family economic status, and so forth.
But the unions would not support it. They were against it. I will say that these women's unions and the women in the Woman's Trade Union League were the first union people to come around to workmen's compensation, to the legislation for the limitation of the hours of labor, and general protection. They were the first one. Ordinarily the unions are opposed to legislation. Samuel Gompers was still preaching to them - “Take no part in this legislation. Win what you can as trade unionists and win it by the strike.” That only affects a few people. You don't get it for the great mass of the people of the U.S.A.
The whole immigration situation at that time was a dominant part of the social pattern among the poor. I did get into that. The Consumers' League was not interested in immigration as such. It was considerably later that I
