going around the state I found it a very useful technique for myself to be able to describe the industrial process.
Another thing that Bruere and I developed between us, and I'm not sure which of us had the idea first, was that just as the Governor had no idea about unemployment, or how industry was conducted, so the people of the state did not have. Unemployment was creeping up on us all the time. I think we must have done this in '30. We decided to hold public hearings for the purpose of educating the people, as well as getting their ideas. That was a very good thing. It was a heroic task for some of the members of the commission to agree to do that because it's no joke to travel all over the state of New York and hold public hearings.
We picked a series of cities and places and held public hearings on this whole problem, which had been handed to us by the Governor - the analysis of the unemployment situation in the State of New York and recommendations as to what to do about it. We developed a technique which I wish I could perform over and over again with other people, because Bruere and I worked it out beautifully together. He would preside at the meeting and I would sit with him, but not preside. I made notes of everything that was said, not stenographic of course, but the kind of notes that
