I forget where we got the money, but we got some money somewhere. I don't think we got it from the Rockefeller Foundation. Bruere said he wouldn't do it unless we could engage a full-time competent economist who also had facility in expression to plan every session, direct it and put his whole mind on it for a couple of months, and also competent assistants for him.
Bruere, I think, was the one who picked Paul Douglas. He'd been on committees with him. I remember calling Douglas up one Sunday. He came East that same night. I spent most of the next day with him and finally persuaded him to undertake it. He wanted to know first if we were serious or if this was just a political show. Both Bruere and I convinced him that we were serious. If there was some show in it, that was done for the purpose of persuading people to act - Governors and Legislatures to take action, as well as manufacturers. Anyhow, he came and did it.
We borrowed people to help us. I'm not too sure that Hopkins wasn't borrowed then, but I don't remember him around the conference with any clarity.
The conference was a great success. It planted the idea that unemployment insurance was possible. They all gave some kind of lip service to it at least. Roosevelt gave intention to do something about it. We had bills drafted.
