I got that survey done before I was Industrial Commissioner. That was when I became so well acquainted with people in the Rockefeller Foundation - Bryce M. Stewart and Arthur N. Young - because they were cooperating with us on the whole study. Then the unemployment dissipated and it was no longer a serious matter. We didn't turn our attention to it.
The Board, when I came back on it, was still primarily engaged in catching up with the innumerable industrial codes that ought to be adopted, and had not been adopted. The Commission and later the Industrial Board had had the power to adopt them ever since the factory law that was passed as a result of the Factory Investigating Commission's reports. They had lagged on codes because there was a disposition to be slow about it. So I conceived it to be my duty to speed up the adoption of these codes. We proceeded to speed up the adoption of the codes and we had to cope with the whole business of granting variations very carefully.
I put a stop to the practise of letting variations be granted without any reasons given and being granted by deputies, the actual members of the Board never seeing them except to put their names to it. Mr. Thomas Eipper and Richard Cullen, who were Industrial Code refernes, were in charge of code
