talked about with ever so many different people at different times. I mean, of course, different people in the administration. They thought they had sold it to “So-and- So,” and they thought that “So-and-So” understood it, but they didn't know whether the President had ever heard about it or not. Anyhow, was the President prepared to act on it? If so, when and how and through whom was this thing to be accomplished? “You are the one,” they said. “They told us at the White House that the President told you to look after that. So you have to do this. Do you think this plan is good?”

I said, “It sounds all right to me, and anyhow I trust you gentlemen. You know it better then I do.”

They said, “It's got to be done quickly or the country won't hold.”

I said, “That we are aware of and we have agreed that it should be done quickly. What's the way to begin?”

“Well, the President will have to act under whatever powers he's got and will have to ask for a large appropriation from Congress.”

I don't remember whether the President's action preceeded the passage of an emergency powers act by Congress or not. My memory is that this discussion took place in
