eastern seaboard, where this feeling is strong, were. They were operating units. Their Governors were royal Governors and were entitled to all the style and assumed it.

At least, the president had, I'm sure, the notion that the statehood of the states was important, that it should be recognized, and that we were going to work with the states. Anything that we did in the federal government was to be done in cooperation with the states. There would be a great deal of parleying back and forth and the greatest support of his administration would be the Democratic Governors of the Democratic states.

That was interesting, because it was soon obvious that you really couldn't do it in quite that way. WPA was a picture of what happens when you try to. Each state went off in its own notions. They would or they would not play ball as asked to. It's pretty big area to cooperate in. Again, we got better cooperation in the Department of Labor because we didn't try to deal with Governors, but dealt with lower officials. It always goes better when you deal down lower.

Anyhow, we talked about that at this cabinet gathering. The President explained that he'd like us to turn up at the meeting of the Governors. Anything that we had to propose,
