or four times a week and finding out all I could about him.
I began to have some doubts about many things. I began to study on the public works program. Already we were thinking in our own shop how this public works program would operate. A public works program is a very hazardous operation. In the first place, it involves a great deal of money, and where there is money to be spent there is temptation - political temptation, personal temptation, money temptation, power temptation. It's just one of those dangerous things. There is also enormous opportunity for graft on the side all down the line. Even if you've got a perfectly honest administrator who cannot be affected by the fact that this particular project will be helpful to a certain group of people and will give him a cut on it, there are still opportunities all down the line for others. You've got to use contractors. The government can't go out and buy the picks and shovels and hire the man. There's opportunity for graft all the way up and down.
So it needs a very careful watching, a very careful observation, and a very ruthless approach to it on the straight honesty side, as well as good, sensible and informed decisions as to what projects to give the money to as you've only got a limited amount anyhow.
