You've got to use contractors. The government can't go out and buy the picks and shovels and hire the man. There's opportunity for graft all the way up and down.

So it needs a very careful watching, a very careful observation, and a very ruthless approach to it on the straight honesty side, as well as good, sensible and informed decisions as to what projects to give the money to as you've only got a limited amount anyhow.
