The states and the state Governors struck him as just a pain in the neck. I once heard him say that. He would say, “I don't know why we have these states.”
“Well, they got started before rapid transportation and communication, when people huddled themselves together in one place making an organized society.” The western states got together in order to gain admittance to the Union, but the idea of having states at all sprang out of the fact that here were colonies established long separated from each other. In the natural Anglo-Saxon way they proceeded to set up some kind of a system of what they called self-government or representative government. Men will always govern themselves when they're located in the wilderness if there's any considerable number of them. They'll think up some way of keeping order and peace and doing what appears to be a reasonable amount of justice.
You tried to reconcile him to this whole idea and he'd just say, “Well, that might have been true, but what's the good of them now. You've just got to ignore the state boundaries.” He'd admit that that couldn't be done now, but he thought that was the way it should be.
So he was full of theoretical thoughts. He had a theory in his mind about how trade organizations should function
