Those two things combined - Johnson's declaration that the labor provisions would go into operation immediately and the President's calling the conference at the White House with all the publicity that the NRA apparatus for publicity put behind that conference - had the effect of calming down this strike in Pennsylvania. But it still further solidified Wagner, and Johnson too, in the idea that they had to have more authority.
