general denial which he entered. He said that he had not done the things he was accused of, had not been at the particular meeting in question, that he did not know Major Milner. I have no record of that hearing.
After the matter of supplementary proceedings the next step would be to notice the matter for hearing. We were preparing to notice the matter for hearing in Seattle where the case arose and where the witnesses were. Milner was in Seattle and most of the other witnesses were in Seattle. The charges came from Seattle. We discussed holding it in San Francisco and decided against it, largely because the ordinary routine in such a case would have been to hold it in such place where the charges arose if you could be reasonably sure of the presence and attendance of the accused, of the alien. Ordinarily the charges crise in the place where he is or has his business. In this case they'd arisen in Seattle and we decided to hold it in Seattle for convenience on that account.
I believe we had settled on Shoemaker as the man to hold the hearing. He was in charge of naturalization in the Immigration Service. He has been a lawyer in the Immigration Service. So he was very familiar with immigration law, with naturalization proceedings, with deportation proceedings, and with the appellate work on
