They didn't envisonage it or imagine it. If the split in the labor movement had not occurred, many of the things which became popular grievances against the National Labor Relations Act would never have occurred, because the worst cases that had to be settled were cases where the CIO was crowding out the AF of L, and vice versa. I sometimes think that if it hadn't been for the National Labor Relations Act, the CIO could never have gotten going. I know that there are a number of the prime movers in the forming of the CIO who think the same thing - that the National Labor Relations Act was what gave them their chance, that they never could have had a look-in otherwise into some of the industrial areas if they hadn't had this board to go to, to take the votes, to prove that they could win the election in a particular factory and get recognition as the agent for collective bargaining. That may be true.

The Board had been doing a lot of things along the lines that were outlined in the later Wagner Act, but with no authority to enforce it or insist upon it.
