representative employers' organization, and we always appointed a delegate from that body. We had selected the A.F. of L. as the most representative body of labor unions. Of course, at the time that we made the selection, there was almost no question, because in '33 or '34 the C.I.O. wasn't born, and the only other trade unions not affiliated with the A.F. of L. were some of the railway unions, a few independent ones, and the Trade Union Unity League, which was a very small organization.

He asked me specifically how we arranged about the C.I.O. He was conscious of the existence of the C.I.O. I said that they were as yet the minority membership in the trade union members of the United States, and that for that reason they could not claim to be the most representative labor organization, but that we had an arrangement whereby we always sent, by consent and agreement without any formal establishment of it, C.I.O. representatives as advisors, so that they were in the delegation and were in a position to know everything that went on and to be consulted about everything that went on. That had been made possible largely because we had hit upon a man named Robert Watt to be the most frequent delegate of the labor unions to the I.L.O.

He asked, as I say, pertinently about that. He did not ask me what I expected he would ask me--at least, he did not on this occasion--which was, how the Russians would manage
