Troyanopsky was, of course, a difficult person. He had been educated as, I think, a Russian Cavalry officer of the Czar's Army. He had after the troubles made his peace with the powers that be. He had been in China and he spoke Chinese, I think. He had married a Russian refugee whom he met in China. That was Troyanopsky. He spoke English too, you see. He was useful to the Foreign Service, and they had brought him back into the fold, apparently, and hadn't been too fussy about him. But he was recalled, and I know demoted. Somebody told me recently that he was working at an obscure second or third line desk in the Foreign Office. He's never been seen since. Oumansky did him in, you see.

Anyhow, Gromyko arrived while this austerity rule was in force. Russian children could not go to American schools, and Russian personnel could not mix with Americans and could not go out. But some new regulation was issued during this period, which was to the effect: “Be friendly.” Also, at the same time the Russian Government indicated its desire to increase the importance of the Foreign Service. Among other things that they did was to provide a new uniform-- a Foreign Service officer's uniform, diplomat's uniform. It was quite an elegant and elaborate affair, you know.
