everything, but when it comes to a delicate negotiation, Phelan is stimulated by it and he rises to it. He rose to it magnificently. He makes an excellent analytical speech, analyzing any situation. Kuznetzov was planning a meeting in Paris or some other capitol--I guess Paris had been picked--of the World Federation of Trade Unions which he and a few others had formed by word of mouth, to take the place of the old International thing that had its headquarters in Antwerp. I don't remember thename but it was an old international labor organization, not the formal one. Anyhow, they wanted to form a new International Federation of Trade Unions of the World, and that was what Kuznetzov was plotting on, what he was working at.
