Well, it wasn't the kudos so much as it was keeping trade channels open.

Well, keeping trade channels open--that was all right. It had to be done. And it was going to be done anyhow, and it was done without corrupting the civil servants, you see--done by an agreement here and there. The ideal way, of course, was to have civil servants who would be able to do it, but we didn't have enough civil servants trained in the arts of manufacturing supervision and trained in the arts of distributing the supplies as needed and dividing them between the civilian and other population. We couldn't have hired these men away, no. And on the whole we had to utilize these industries and their leadership. It had to be done. I think it was a pretty reasonably good job. I mean, I don't see that anything better could have been done, nor do I think it ever will be done in this country any other way.
