Now, who was this other fellow? William Mitchell, who had been Attorney-General in Wilson's Cabinet. There's a middle initial which I don't remember. He had been greatly respected in Wilson's Administration. Anyhow, I had a long talk with him. He came down to see me, and I thought we were going to get him. He was not a Republican, of course. He was a Democrat but he had voted the Republican ticket on a number of occasions, and was known very much as an independent.

We had a pretty difficult time. Finally we came down to a situation where John Lord O'Brian recommended to me that we think of Seth Richerdson. Was he the first Chairman of the Board? Yes. Wasn't he? There's a lapse there. I suddenly thought he was, then there was a lapse. Hiram Bingham was the second Chairman. There were only two. There may have been a first one for a short time. It was very late when Bingham took over, not until Richardson got ill.

Seth Richardson same from Montana. He had been --I guess he'd been a member of Congress, but anyhow, he had been Solicitor of the Department of Justice, I guess under Hoover. He had had some real experience in Government. I'm not sure that he had ever been a member of Congress. He might have been. He had run for office. He was a very vigorous personality, regular Montana man, great big tall raw-boned
