And you know, this sounds funny, but without ever having achieved anything substantive in the first year, just stopping the bad talk and spreading the good talk made a difference. It also made a difference that this character, Gregorian immediately got embraced by the entire city. Or he embraced the entire city. I'm never sure which. Within six months, he knew Brook Astor and Ed Koch better than I would in six years. So we started by really repairing bridges, political bridges, getting the kind of political backing that's needed to get the kind of monies from the cities or the state or the feds.

Q:

He did most of that repairing, or you did?

Heiskell:

He did, I'd say he did most of it. I did a lot of it but he did more.

Q:

That would just be his meeting with a lot of people and getting excitement about the-

Heiskell:

Selling the importance of the institution. Why you need the money, what will happen if you don't have the money and so on, so on, so on. And then the other thing we did in the second year--as fast as we could, but in fact it turned out to be in the second year--was to build a management. Bit by bit we put together--or it ended up as being--a very good management. We got the number three man from New York City OMB, Office of Management and Budget, a fellow as tall as I am. The minute we had him we solved some of the
