were also having unemployment in England and the dole was being handed out there. I remember trying to explain to the Governor what the dole was and how it was different from unemployment insurance. I remember Hopkins trying to explain it too.

I had been over to England to observe their system and their situation, observing it first-hand. When they got into a slide, they put on to unemployment insurance a lot of industries that had never been on unemployment insurance and had therefore never made any contribution to the fund. They had operated it as an insurance scheme. Certain special industries a good many years back in the Lloyd George period had been agreed upon as suitable for building up an unemployment insurance fund and operating under an unemployment insurance pattern. Those were, in general, the big and heavy industries. Those industries had therefore been covered by law and an unemployment insurance pattern. Employees and employers had paid regularly into a fund that was managed by the government, which was to be used to relieve the distress of any of their employees who might be laid off in times of unemployment. It worked very nicely. These were the more stable, heavy industries and they all contributed.
