began to be covered. The candy industry which I happen to remember and other industries like that began to have an awful lot of unemployment. It was generalized unemployment. Here was this unemployment insurance fund which was only available to those industries which were covered by it and which had made contributions. Of course, the political minds in Parliament, faced with very generalized unemployment, couldn't think of anything to do, but to put all these people, who were now unemployed and the industries for which they worked, which were not the insured industries, on the relief provided by this unemployment insurance fund, which was built up to cover the special industries. That meant that persons who had never made any contribution to the unemployment insurance, nor whose employers had made any contribution to the insurance fund, were now placed on it as beneficiaries of the fund. That, of course, had the effect of reducing the fund much more rapidly than the actuaries had figured.

Both the manufacturers and the employees who were in the covered industries and had been making payments for years were the first ones to raise the howl about these other people being put on the fund. They said, “It's nothing but a dole.” It was a dole because it wasn't
